In rooms with shower trays or bathtubs, area 1 is defined by the dimensions of the tray. This means that area 1 ends horizontally at the outer edges of the bath (be it a shower or bath tub). It is assumed that water does not splash over the edge of the tray when showering, even if there is no boundary.
For showers without a tray, there is no clear boundary unless a fixed partition is installed. Therefore, the fixed tap in the wall or ceiling was chosen as the boundary for area 1, with a distance of 120 cm. This area is usually considered to be the maximum splash zone in the absence of a partition. Due to this extended definition of area 1, an area 2 was not defined.
Floor-level showers are usually fitted with a fixed partition wall, which often allows a shorter distance to the equipment behind it. For example, the distance from the fixed tap to the light can be less than 120 cm. A fixed partition can also be installed in a bath, although usually only area 2 can be limited.
In the case of a fixed partition, with or without a tray, it may also be necessary to take reaching around into account, depending on the dimensions of the partition. A door in the partition does not cancel out its limiting effect, so there is no need to consider reaching around when the door is open.
This partially refutes the reference to a permanently installed luminaire with 230 V rated voltage. With a fixed partition, only the distance of 120 cm counts, unless reaching around has to be taken into account. The same applies to the height dimension, where overreaching may need to be taken into account.
